Zimbabwe: MTP - Statement of Change

HARARE, Zimbabwe, December 10, 2011 (The Herald) - The Medium Term Plan, is expected to have an imp-act on the economy over the next four years. The Herald Executive Business Editor Victoria Ruzvidzo (VR) speaks with the programme's technocrat and permanent secretary for Economic Planning and Investment Promotion Dr Desire Mutize Sibanda (DS) on MTP and other issues.


Q:Briefly explain what the Medium Term Plan is about?

A:The Medium Term Plan 2011-2015 is Zimbabwe's National Development Plan which responds to the mandate set out in Article III of the Global Political Agreement (GPA) to support the restoration of economic stability and growth in Zimbabwe.

The MTP is a development model drawn from both African best practices and the Asian countries which should result in the transformation of the country during the next five years. It seeks to move the country towards a developmental state. It seeks to move the country towards people centred policies and development.


The MTP is a statement of change from old systems. It describes changes to planning structures, strategy, budgetary expenditures. The plan guides all other Government policy documents, national budgets and set out clearly the national priorities and investment programmes.


The twin objectives of the MTP are:

Economic transformation

Restoration of the country's productive capacities

The Medium Term Plan is Zimbabwe's economic blueprint that runs from 2011 to 2015 focusing on poverty reduction. This is in line with Millennium Development Goals and Zimbabwe's Vision. Zimbabwe is a signatory to the MDG and MDG number One emphasises poverty reduction and this will be achieved through the creation of jobs.


It is a document that has come up with policies that increase growth whilst paying special attention to policies that protect the poor and vulnerable members of our society. Hence it emphasises pro-poor growth. Africa is resource rich and infrastructure poor hence the MTP recognises that the success of the plan will depend on robust infrastructure particularly energy, water, transport, information communication and technology and small and medium business infrastructure.


Q:What are the priorities of the programme?

A:National priorities in the MTP include Infrastructure development, employment creation, human centred development, macro- economic stability, good governance, investment promotion, poverty reduction, gender mainstreaming.


On the monetary sector it is important to rebuild trust in the banking sector and to promote micro-finance. Micro finance caters for poor communities and vulnerable clients who have no access to mainstream financial institutions. Most banks do not operate in many rural areas. Inclusive growth of the economy is about focusing on the areas that employ the bulk of the population such as in agriculture.


Q:And what else?

A:The MTP also emphasises remittances as one of the sources of finance to be used to support productive investments.

The MTP is emphasising respectable growth which is essential for sustainable economic recovery. Hence we should be able to achieve double digit growth before the end of the plan period.


In the MTP we emphasise that our macro- economic policies should promote inclusive growth. We should be able through these policies to control inflation and wipe out budget deficits and remove all rent seeking activities and corruption.


Q:What are the specific targets?

A:The MTP hopes to achieve an average growth rate of 7,1 percent per annum, single digit annual inflation, interest rate that promotes savings and fosters investment, current account deficit of not more than 5 percent of GDP by 2015, sustained poverty reduction in line with the MDGs targets, double digits savings and investment ratios of around 20 percent of GDP by 2015, and reducing the sovereign debt to at least 60 percent of GDP by 2015.


Q:What has been the feedback from stakeholders on the policy since its launch and what impact has it had so far?

A:The MTP has been well received by key stakeholders in Zimbabwe including the private sector and the international community. Our cooperating partners such as UNICEF, UNDP, ACBF, just to name a few, have lent their support to the MTP.

It has provided a rallying and reference point for economic planning and management in Zimbabwe. It is already guiding other economic policy documents such as the national budget and trade policies. There was constant reference to the plan during the recent budget presentation.


Stakeholders have welcomed the MTP since it was launched on the 7th of July 2011. Stakeholders now have a reference document that guides the economy for the next five years.The implementation of the MTP has resulted in a stable macroeconomic environment and the maintenance of the multicurrency throughout the plan period has also ensured certainty in economic activity thus enabling businesses to plan ahead.


For example, the budget targets for both 2011 and 2012 are in line with the macro economic framework provided in the MTP: 2011-2015. Synergies are being developed between planning and budgeting.


The cooperating partners such as UNDP UNICEF ACBF, China Development Bank and many others are now being guided by this Economic Plan document.

Sectors and clusters have been established to oversee the implementation of the MTP: Four main clusters were established in the famous Nyanga MTP Implementation Workshop held in September this year: These are Economic Cluster, Infrastructure Cluster, Social Cluster and the Rights and Interest Clusters to oversee the implementation of the MTP.


Q: Are you happy with the performance of the economy?

A: In terms of economic growth the economy has so far experienced growth which is an envy of many. In 2009 the economy grew by 5,9 percent, in 2010 by 8,3 percent, in 2011 we expect a growth rate of 9,3 percent and the recent national budget estimates the economy to grow by 9,4 percent in 2012. This is commendable considering that the economy contracted by about 48 percent between 2000 and 2008.


Successful growth recovery requires a gradual and sequential approach to reforms which is what has been happening. There has been political will to design and implement economic reforms. The MTP as you are aware was launched and endorsed by our principals in terms of the Global Political Agreement of restoration of the economy. In short, for the ordinary person the economic growth has translated into some gains in terms of standards of living.


Q:How different is MTP from all other economic policies such as STERP; NERP, and many launched over the past ten years?

A:The MTP is a home grown document prepared by Zimbabweans and building on the success of previous policies such as the Short Term Economic Recovery programme. It also builds on the robust economy that Government has been working on since independence. The MTP is a document that was crafted after a wide consultation with various stakeholders thus it reflects the views of all stakeholders.


The MTP represented a National Shared Vision given that all stakeholders contributed to the document. Furthermore, there is consensus and political will to implement the MTP. The past policies emphasised on the liberalisation of Third World economies. But as noted by scholars "the liberalisation of the economy had not led to poverty reduction and economic diversification" Opening up of these economies did not lead to growth.


The MTP on the contrary is home grown document crafted by Zimbabweans to turn around the economy and put Zimbabwe on a growth path. This is the main departure from past policies in the African region. In Africa, there now are moves to strengthen planning ministries to guide their economies to achieve high growth rates. Past policies such as the Economic Structural adjustment programmes had their own shortcomings and hence the move to developmental states in most developing countries.


Q:What would you say were the shortcomings of previous policies and how have you circumvented them?

A:The previous policies failed to make impact due to the fact that they were not implemented fully. Furthermore, the previous policies were crafted without wide consultations. The previous policies also failed to make impact due to lack of adequate Framework for Implementation, Monitoring and Evaluation. Under the MTP, we have put adequate Institutional/Management Structure that will ensure that the MTP is implemented.


Government has put in place MTP Clusters, namely Economic, Infrastructure, Social and Rights and Security to implement the MTP. Furthermore, there is an MTP Steering Committee Comprised of Office of the President and Cabinet, Office of the Prime Minister, Ministry of Economic Planning and Investment Planning and Ministry of Finance which oversees the implementation of the MTP over the Plan period.


Some past policies lacked ownership and hence achieved very little. The ESAPs for example in African countries were mainly driven by Bretton Woods institutions and failed to achieve sustainable growth and development. ESAP for example, achieved the goals of liberalisation but failed to create social safety nets for vulnerable groups of society. Some economies grew but failed to reduce poverty. In some cases inequalities widened. MTP therefore is addressing in line with the MDGs the issues of poverty reduction. (END)
